This case represents an application scenario within the passenger transportation industry focused on long term care mobility services. The project was commissioned by the Taipei City Government Department of Social Welfare as a unified booking and management service for long term care transportation.
In an aging society, government agencies face growing demand for transportation related to medical visits, rehabilitation, and daily mobility, while also being expected to maintain high standards of service quality, operational efficiency, and regulatory transparency.
Goal
The primary goal of this project was to enhance the overall capacity of long term care transportation services and to establish a digital mechanism that enables effective oversight of operational efficiency and service quality across contracted service providers.
At the same time, the unified booking and management system was designed to deliver a more flexible, personalized, and accessible transportation experience for citizens.
Challenges
From an operational perspective, government authorities were required to manage multiple contracted transportation providers while serving citizens with varying physical conditions and mobility needs. This made vehicle dispatch, service quality control, and real time supervision particularly challenging.
Additionally, the system needed to be intuitive for public use, improve overall service efficiency, and avoid increasing the administrative burden on frontline staff. Balancing these requirements was a key challenge during the initial planning phase.
SYSTECH’s Solution
SYSTECH supported the deployment of an integrated Long Term Care Transportation Booking and Management System that connects the needs of citizens, drivers, contracted service providers, and supervising authorities.
The solution includes an online booking interface for citizens, a driver dispatch application, a management platform for contracted operators, an administrative dashboard for government agencies, and a LINE Official Account management interface. It is further integrated with SYSTECH’s proprietary vehicle tracking and fleet management system IntelliFleetWeb, enabling real time visibility into vehicle locations and operational status.

Through standardized booking, dispatch, and monitoring workflows, government authorities gain comprehensive visibility into service operations, while contracted providers benefit from improved dispatch efficiency and consistent service delivery.
Results

Following the system rollout, a standardized and scalable management framework for long term care transportation services was successfully established. Citizens can now complete booking processes more smoothly, improving overall service accessibility.
For supervisory authorities, real time fleet monitoring and structured data aggregation have significantly improved management transparency and the efficiency of service quality oversight. The solution has laid a stable and sustainable operational foundation for long term care transportation services.
